The consultation attracted strong public interest, with 2,567 individuals and organisations making submissions. Support for making the country’s transport network more pet-friendly proved particularly overwhelming among respondents.
Key Changes in the Proposed Policy
Under the new policy framework, small dogs, cats, and other domestic animals that pose no risk to passengers would be permitted to travel more freely on buses, trains, and Luas services. However, strict ground rules remain: pets will still be prohibited from sitting on passenger seats and must remain on their owner’s lap or securely on the floor, ensuring they do not obstruct walkways or fellow passengers.
Additionally, the NTA has suggested that animals must be kept separated from one another during transit to maintain the comfort and safety of all pets on board.

- Small Pets & Cats: Allowed on laps or floors (no seats), provided they do not block walkways.
- Container Rule Scrapped: The initial proposal requiring small pets to be kept in a box, basket, or container was officially withdrawn following widespread public opposition over practicality.
- Larger Dogs: Permitted to travel on public transport provided they are kept on a lead and wear a muzzle. Transport operators retain the right to refuse larger dogs if services are full or near capacity.
- Assistance Dogs: Existing rules for guide dogs and assistance dogs remain unchanged (must wear identifying coats, medallions, and leads, with ID cards required if travelling with a child; limit of one assistance dog per passenger).
